Every guide explains EASYToll, TOLLCard and Via Verde Visitors. All three are real, all three are on Portugal’s official toll website — a site whose actual title is “payment solutions for foreign-registered vehicles”. A car hired in Portugal carries a Portuguese plate. So the most-repeated advice on the web is not about you. Here is the advice that is, along with the sum nobody at the rental desk will offer to do with you.

The advice everyone repeats, and which is not addressed to you
Search for “Portugal tolls” and the same three names come back everywhere: EASYToll, TOLLCard, Via Verde Visitors. They exist, they are official, and their prices are public. They sit on the Portuguese government’s toll website — whose exact title is “payment solutions for foreign-registered vehicles”.
That is where the advice gets lost. The site speaks to someone driving into Portugal in their own car, on Spanish, French or German plates. If you land in Lisbon, Porto or Faro and pick up a car at a rental desk, your car has a Portuguese plate. You are not in that regime. You are in the national one, which works differently.

The difference is not theoretical, it is written down. The fifteen-working-day post-payment scheme we describe below “applies exclusively to Portuguese-plated vehicles”, in the words of Infraestruturas de Portugal. It is open to you — and closed to the neighbour who drove in from Spain in his own car, who has to go through EASYToll.
📌 For completeness, here is what the “foreign plate” solutions cost, because some of our readers do arrive by car from Spain. EASYToll: €1 to sign up and €0.32 per journey, valid thirty days, taken out online or at one of four plazas near the borders. TOLLCard: €1 to sign up and €0.32 per journey, valid a year, sold in €5, €10, €20 and €40 denominations at CTT shops. Via Verde also offers two subscriptions, at €0.77 and €1.99 a month, billed only in months when you drive. Neither EASYToll nor the TOLLCard covers the Lisbon bridges.
Much of what you are warned about has been free since 2025
This is the fact guides have been slowest to absorb. On 1 January 2025, law no. 37/2024 removed tolls from close to a thousand kilometres of Portuguese motorway. Among them, the A22, which runs the length of the Algarve — precisely the road that frightened visitors most, because it is fully electronic and there is nowhere to stop and pay.

The A25 is worth a pause, because it shows exactly how half-information traps drivers. In 2025 the motorway was announced as free — and it almost was: three gantries on the Aveiro side, at Esgueira–Aveiro Nascente, Estádio–Angeja and Angeja–Albergaria, belonged to a different concession and kept charging. A driver convinced he was on a free motorway could quietly build up unpaid crossings. The 2026 state budget removed those last three gantries on 1 January 2026, and the concession holder confirmed it on its own site. The A25 is now free from one end to the other.

⚠️ The gantries have not been taken down. You will drive the A22 under metal structures identical to those of a tolled motorway. They bill you nothing. That single detail explains much of the anxiety you read in forums: the scenery did not change, the invoice did.
📌 One much-discussed exemption that does not apply to you. Since 1 April 2026 a portaria has exempted the A6 between the A2/A6/A13 junction and Caia, and the A2 between that junction and Almodôvar. But it is reserved for people and companies resident or headquartered in the defined areas, on application, with a linked electronic device and annual renewal. A visitor cannot claim it. If you read that “the Alentejo is free”, this is what is meant.
What is still tolled, and exactly how much in 2026
What is still tolled is the main north-south axis, which is precisely what a visitor drives. Tariffs were updated by 2.29% on 1 January 2026, based on October inflation excluding housing plus 0.1% under a 2022 decree-law.

One figure is worth knowing before worrying about increases: across the Brisa network, forty of ninety-three class 1 tariffs changed in 2026. Fifty-seven per cent stayed at exactly the 2025 price. The rise is real; it is not general.

🟢 And what if you simply did not need the car? Between Lisbon and Porto the Alfa Pendular takes a little under 2 h 50 and drops you in the centre: no toll, no fuel, no parking. In both cities public transport is cheap and reaches everything a visitor wants to see. The car earns its keep elsewhere — the Alentejo, the Costa Vicentina, the villages of the Serra, the western Algarve coves, everything no train serves. That is where, and only where, it is worth comparing local rental firms in Portugal, looking first at the total with insurance and toll service, never at the headline price.
The two Lisbon bridges: one direction only, and an increase that is not the one announced
The Tagus bridges are run by a separate concession with its own rules. The first is excellent news for a visitor: the toll is collected in one direction only, coming into Lisbon. The 25 de Abril plaza is on the south bank at Almada; the Vasco da Gama plaza is at Montijo. A return trip to the Algarve therefore pays for a single crossing, on the way back.

📌 The announced increase was 2.38%. The one you pay is 4.65%. There is no dishonesty here and the explanation is arithmetic: tariffs are rounded to the nearest five cents, and the recovery of increases deferred since 2023 pushes them to the next step. When an official percentage and your ticket disagree, rounding is almost always the reason.
The rental company’s toll device: the sum to do before saying yes
At the desk you will be offered an electronic device already fitted to the car. The principle is simple and honest: a daily fee, plus the tolls you actually pass, charged at the end of the rental. At Guerin, the page consulted on 2 September 2026 quotes €1.85 a day to activate the service. We do not publish other companies’ prices: their pages show no amount outside a booking flow, and an invented figure would cost you more than no figure at all.
What matters is not the price but the ratio between that fee and your real tolls. Here are the two extreme cases, with the actual 2026 numbers.

Read the right-hand column again. A trip that stays in the Algarve, arrival at Faro included, passes no toll at all today: the A22 has been free since 1 January 2025 and the N125 always was. The toll service there costs €18.50 for zero euros of tolls. It is not a scam — the company sells a service that works — but it is a purchase without an object, and nobody at the desk has any reason to point that out.
🟢 The only two questions worth asking at the counter, in this order: “is the toll service billed per day or once per rental, and is there a cap?” then “what charges apply if I pass a gantry without the service?”. The first decides your sum, the second tells you what refusing costs.
Without a device: fifteen working days, not five
If you refuse the service, or the car has none, you are not breaking the law: Portugal provides for post-payment. You have fifteen working days from the day after the crossing, at more than seven thousand CTT and Payshop counters or online, quoting the number plate.
📌 Fifteen, not five. The deadline was extended on 24 February 2022, but the five-day figure is still copied everywhere, including by sites that present themselves as up to date. That confusion makes travellers believe they are already in breach when they still have a fortnight.
⚠️ One practical detail that alarms a lot of people: amounts take up to forty-eight hours to appear. Looking for your toll the same evening and finding nothing is entirely normal. The fifteen-day clock, however, is already running.
The fine: five times the toll, never below €25 — and the rule that saves you
Since 1 July 2024 a 2023 law sets the scale. The minimum fine is five times the toll, never below €25, and the maximum is double that minimum. The previous regime multiplied by 7.5, so the law softened matters — which is not the impression forums give.

🟢 And here is the rule almost nobody knows, though it changes everything. Where the offences are committed by the same person, in the same month, with the same vehicle and on the same road infrastructure, the law sets the maximum fine at that of a single offence, and the minimum at the sum of the tolls. Twelve missed €1.50 crossings on the same motorway during your holiday are therefore not twelve €25 fines — €300 — but a floor of €18, the sum of the tolls, under a ceiling calculated on one single offence.
⚠️ That scale is the state’s. Your rental company adds its own. The same law explains why: if the person notified says they were not driving, the text makes liable “the owner, the buyer under retention of title, the usufructuary, the lessee under a finance lease or the holder of the vehicle”. On a hire car the agency receives the notice. It names you, passes on the toll, and adds its own handling fee. That is exactly why rental firms sell a toll service — and also why they are entitled to.
In short
If you remember only five things:
① Your hire car has a Portuguese plate: EASYToll, TOLLCard and Via Verde Visitors are for foreign plates, not for you. ② The A22 has been free across the whole Algarve since 1 January 2025, as have the A23, A24, A25 and parts of the A4 and A28; the gantries remain but charge nothing. ③ What is still tolled is the north-south axis: €25.05 Lisbon to Porto, €23.80 Lisbon to the Algarve in 2026. ④ The rental toll service is judged by a division, not an instinct: €1.85 a day at Guerin, €18.50 over ten days — against your real tolls, which may be nil. ⑤ Without a device you have fifteen working days, and the fine is five times the toll with a €25 floor.
🟢 And the conclusion that fits many trips: if your holiday is a city, do not rent. The metro reaches the airport in both Lisbon and Porto for the price of an ordinary ticket, and a car in the centre mostly buys you parking problems and one-way streets. If you land late, with children or a lot of luggage, a private airport transfer booked in advance saves you both the taxi queue and ten days of hire you never needed.
